The token will be in the entryway, directly beneath the door frame.

The third and final Tover Token in Fortnite Chapter 3 Season 3 at Shifty Shafts is in the landmark’s northernmost structure. After picking up the second token, turn left, go up the mountainside, and continue upward towards the west. After reaching the upper portion of the ridge, fans will discover two minecarts buried in the dirt near a building. Approach the structure’s sealed entrance and use the Harvesting Tool to break through the wooden planks. The token will be inside halfway along the railway.
