Kyle is an attorney for the city of Pawnee who was regularly seen at Andy’s shoe polishing stand at City Hall, and just like Jerry, he seemed to have bad luck. Kyle appeared sporadically throughout Parks & Recreation, but those brief appearances were enough to establish a subtle rival between him and Jerry. During Chris and Ron’s cook-off, Jerry was very harsh in criticizing Kyle’s choice of words and, visibly annoyed, called him “pretentious”, and Jerry later revealed that Kyle repeatedly parked in his parking spot. Jerry’s subtle rivalry with Kyle showed a completely different side of the always cheerful Jerry who accepted all the jokes, pranks, and mean comments from his coworkers, as he also had a less tolerant side, and the difference might have been that he cared about his coworkers and friends, but he didn’t care about Kyle at all.
Jerry being annoyed and even angry at Kyle brought a bit of balance to the character, who was unfairly mistreated by his coworkers, and while many of the jokes and pranks directed at him were inoffensive, many others were too much and actually humiliating. The problem with Jerry and Kyle’s rivalry, however, is that Kyle seems to have been treated even worse than Jerry was, and Jerry added to it. Parks & Recreation could have explored this other side of Jerry a bit deeper by showing more of his rivalry with Kyle, but even just with those sporadic appearances, this rivalry made Jerry better.
